7.Note that the kinetic picture given in Ref. 5 applies to both the steady-state and the perturbed distribution functions. In fact, the physics of the hot and cold electrons here are analogous to that of the electrons and ions, respectively, in ordinary ion acoustic waves. We would also like to point out that (3) and (4) in Lee are in general physically incompatible with each other.
