Electron impact excitation of the 3D states in helium has been studied over a large range of scattering angles and incident electron energies starting from near the excitation threshold. Experimental coherence parameters are reproduced by both the Convergent close coupling and R-matrix with pseudo states models. In excitation of both the and the states negative values of are observed under very different excitation conditions, contradicting a proposed propensity rule.
