The recently developed artificial composite structures consisting of metallic elements on dielectric background are briefly presented. Emphasis is given to their unique electromagnetic properties such as negative permittivity and negative permeability over a common frequency range, opposite phase and group velocities, negative index of refraction, amplification of evanescent waves, and their action as invisibility cloaking. The increased losses as their operation frequency range is pushed towards the optical regime is one of the main open problems facing this field.
