In this paper the self‐consistent system of equations describing electron and electromagnetic wave dynamics in graphene bilayer is derived. The existence of electromagnetic mode with essentially decreased phase velocity due to antiphased oscillation in graphene bilayer shells is demonstrated, when ( is the frequencies of plasmon oscillations in single graphene shells). This gives additional possibility of resonance Cherenkov interaction of such a slowing down wave with directed non‐relativistic electron beam which is very important for nanolaser operation.
